Rule 206(4)-7 under the Advisers Act requires an investment adviser registered with the SEC to adopt and implement written compliance policies and procedures, appoint a chief compliance officer to administer them, and annually review the adequacy of the policies and procedures and the effectiveness of their implementation. Your goal in building a culture of compliance is to link specific people, to specific documents, to specific control points, to specific risks, and ultimately, to specific strategic control processes. In a good culture of compliance, this will result in a web of controls, from the lowest level of detail, to the broadest level of strategic direction.
